How to avail:

 Final Hospital Bill / Medical Prescription / Laboratory Request / Funeral Contract,

4. You may approach your Barangay Officials to help you in sending the required information and documents.
5. Wait for a call from our District Staff to guide you on how the assistance will be delivered to you.

Scholarship Programs

CHED scholarship programS (tulong-dunong program)

CHED Scholarship 2021- StuFAPs / Tulong-Dunong Program aims to provide financial assistance to students who are enrolled in authorized Public or Private Higher Education Institutions (HEIs). This helps to ensure that education shall be accessible to all especially to underprivileged and deserving students. Qualified beneficiaries shall enroll or must be currently enrolled in any CHED priority courses as per CMO No 10 Series of 2021. Click here to view National and Regional Priority courses. 

A total of 2, 420 new and continuing grantees from the 2nd District of Ilocos Sur enjoy the benefits of scholarship allowances up to 7,500 pesos per semester through the Commission on Higher Education (CHED).

CONGRESSMAN ERIC D. SINGSON SCHOLARSHIP GRANT (CEDSSG)

The Congressman Eric D. Singson Scholarship Grant or CEDSSG, is a program that caters poor but deserving college students from the 2nd District of Ilocos Sur. This was initiated by then Congresman Eric D. Singson during his first term as Representative of the 2nd Legislative District of the Province.

A total of 1.5 million out of the unexpended funds of the Selective Ethnic Group Educational Assistance Program, or SEGEAP, was utilized to finance the college education of 150 grantees from the Indigenous Cultural Communities effective School Year 1990-1991.

The number of slots increased per school year as the Program Sponsor correspondingly inserted into the budget of the then Department of Education, Culture and Sports (DECS). Then later on to the ONCC now NCIP.

To date, the amount of 9.2 million is included in the yearly budget with a total of 795 grantees receiving 5,000 pesos per semester.

Government Internship Program

The DOLE – Government Internship Program provides three to six (3-6) months internship opportunity for high school, technical-vocational, or college graduates who want to pursue a career in public service in either local or national government.

Who are qualified?:
18 to 30 years old except in areas stricken by disaster or calamities whether natural or man-made where individuals up to 35 years of age may be accommodated.
High-school, tech-voc, or college graduates.
No work experience needed.

STATUS: On-going. A total of 213 GIP grantees are now working in their respective LGUs. (FY 2021)

Emergency Employment Program

TUPAD or Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers is a community-based package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed.

Only the following types of projects can be supported with such assistance:
Social community projects, such as repair, maintenance, and/or improvement of common public facilities and infrastructure such as schools and health centers, debris clearing, de-clogging of canals, debris segregation and materials recovery, stockpiling and clearing.

Economic community projects like repair, maintenance and/or rehabilitation of farm-to-market roads, bridges, post-harvest facilities, public markets and common service facilities such as production and display centers, fishports.
Agro-forestry community projects, such as tree planting, seedling preparation, and reforestation.

Prior to one’s actual engagement in employment, the beneficiary will be provided with the following:

Basic orientation on safety and health.
Personal Protective Equipment (PPE) in the form of T-shirt and hat.
Enrolment in group micro-insurance, to be included in the total project cost or as counterpart of the ACP/LGU.
TUPAD ID.

** Other Reminders **
The beneficiary should signify his/her intention to avail of skills training to prepare towards self or wage employment after the project.
The payment of wages of the TUPAD beneficiaries are coursed through a money remittance service provider to ensure standard application across all regions in terms of mechanics and service fee costs. In cases where an Accredited Co-Partner Is involved in the implementation, the ACP (including LGUs) shall facilitate the payment of wages of the TUPAD beneficiaries using a prescribed payroll, with representative/s from DOLE RO/PO/FO as witness/es.
With the conclusion of the employment project, the Technical Education and Skills Development Authority (TESDA) or its accredited training institutions will be tapped to conduct the skills training for the TUPAD beneficiaries under its Training for Work Scholarship Program (TWSP).
Liquidation by the ACP of the fund assistance released and submission of necessary reports and supporting documents must be undertaken within 60 days upon completion of the project.

STATUS: For 2021, a total of 9,440 workers (20 per barangay) were chosen as beneficiaries to work for 10-days in 6 batches. Batch 1 and 2 are finished working and their salaries already paid. Batch 3, as of writing, are currently engaged working in their community gardens (“Gulayan sa Barangay”). Look for your PESO managers for more details.

Emergency Housing Assistance Program (EHAP) through the National Housing Authority (NHA)

Homes can get destroyed for a variety of reasons: typhoons, floods, earthquakes, volcanic eruptions, fire, industrial accidents, terrorism, or armed conflict. When calamities strike, marginal-income families are especially vulnerable – they can’t afford to rebuild their homes. For these families, the NHA extends financial support through its Emergency Housing Assistance Program (EHAP).

How To Avail:
1. Official Request Letter – by the requesting District Rep./Prov’l Governor/Local Chief Executive addressed to the NHA General Manager.
2. Masterlist of Beneficiaries – Certified by the local Social Welfare & Development Officer and the Local Chief Executive.
3. Damage Assessment Report – Certified by the Municipal/City Engineer, Local DRRM Officer and the Local Chief Executive; shall contain the specific extent of damages to housing structures per beneficiary in percentage form ie. 30% damage, 100% – totally damaged, etc.
4. Email claimant’s name, address and contact number together with pictures of the required documents to ehap@kristinesingson.ph
