TAX-FREE FINANCIAL BENEFITS FOR POLL WATCHERS, PREFERENTIAL TAX RATE FOR PROPRIETARY EDUCATIONAL INSTITUTIONS HURDLE 2ND READING

Honoraria, allowances, and other financial benefits for persons who would render service during the election period may soon be exempted from taxation as the House of Representatives approved on second reading House Bill 9652 this Tuesday. It would amend Section 32 (B) (7) of the National Internal Revenue Code of 1997 to offer additional compensation for poll watchers hired by the Commission on Elections.

The measure seeks to acknowledge the vital role they undertake during the country’s local and national elections. The House likewise approved on second reading HB 9913, clarifying and defining the tax rate for proprietary educational institutions.

When enacted into law, the tax relief granted under RA 11534 or the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act would be extended to all proprietary educational institutions. This would entitle the institutions to a one-percent preferential income tax rate from July 1, 2020 until June 30, 2023.

Other bills that hurdled second reading are 1) HB 7724, granting Philippine citizenship to Patrick Francois Renucci; 2) HB 8269, granting Philippine citizenship to Liang Xi Wu; and 3) HB 9579, establishing a four lane viaduct or bypass road in San Jose Del Monte City in Bulacan. Meanwhile, the House adopted House Resolution 1843 which congratulates and commends Filipino Pole Vault Champion Ernest John “Ej” Obiena for winning the gold medal in the Internationales Stadionfest Indoor Athletics Tournament and in the Post-Spar-und Darlehnsverein Bank Indoor Meeting held in Germany on February 5 and 7, 2021.
